Governor Moore Announces Closure of Jessup Correctional Facility in Anne Arundel County by Mid-2026

Governor Wes Moore has announced the permanent closure of the Maryland Correctional Institution in Jessup (MCI-J) by June 30, 2026. This decision is expected to save the state approximately $21 million annually and enhance access to crucial educational and job training programs for incarcerated individuals. 

Governor Moore stated, "MCI-J is outdated and costly to maintain. Closing it allows us to invest in better facilities, support our correctional staff, and treat all Marylanders with dignity—including those who are incarcerated."

Located in Anne Arundel County, MCI-J, began operations in 1981, currently houses 709 inmates and faces significant structural issues, including foundation damage, failing plumbing and electrical systems, and overall infrastructure deterioration. Estimates suggest essential repairs would cost approximately $200 million and require several years to complete. As part of this transition, correctional staff will be reassigned to nearby facilities within Jessup, a move anticipated to reduce mandatory overtime and improve working conditions.

Inmates will be transferred to other state facilities, with placement decisions guided by individual needs. All current programs offered at MCI-J, including education, job training, and college courses, will continue at these alternative prisons. 

Following its closure, the facility will undergo winterization while the state evaluates potential future uses for the site. Secretary Atif Chaudhry of the Department of General Services commented, "This is a smart, cost-effective step for Maryland’s future."
