City Council Approves Huntley-Sponsored Short-Term Rental Legislation
The Annapolis City Council approved new rules on October 13, 2025, regulating short-term rentals in the city.
Ward 1 Alderman Harry Huntley sponsored Ordinance 17‑25, which limits short-term rentals to 10% of homes on any block. Smaller blocks with fewer than ten residences are allowed one short-term rental per blockface, according to Legistrar. Owners and operators of short term rentals can review the rules, obtain licenses, and ensure compliance with safety codes and the 10% block cap. Violations may result in fines, suspension, or revocation.
A short-term rental is a home or part of a home rented for fewer than 30 days, including listings on Airbnb, VRBO, and similar services.
Exemptions include owner-occupied homes and rentals during major events, such as Naval Academy graduations and the city’s spring and fall boat shows.
