$37 Million in Statewide Affordable Housing Funding Includes $1.5 Million for Robinwood Redevelopment in Annapolis
The Maryland Department of Housing and Community Development has announced $37 million in funding through the Spring/Summer 2025 Competitive Funding Round. The funding is available statewide to support the development and preservation of affordable housing, and is intended for organizations with plans to develop or preserve housing families and communities.
“The funds can be used to build new affordable homes, rehabilitate existing housing, and provide housing for individuals experiencing homelessness,” said Alvin Lawson, DHCD Director of Multifamily Operations. “Nonprofit organizations, community groups, and housing developers are eligible to apply, provided they can demonstrate the capacity to develop or rehabilitate affordable housing in accordance with state guidelines,” Lawson added. Awards typically range from hundreds of thousands to several million dollars, depending on the project’s size.
Among the awarded projects is the Robinwood Redevelopment on Tyler Avenue in Annapolis. Community Housing Partners Corporation has been allocated $1.5 million for this initiative, which will create 58 new affordable housing units, including 14 units for individuals experiencing homelessness. The total project cost is estimated at $25,955,645. This development is intended to provide high-quality, sustainable housing options for local families while contributing to the revitalization of the neighborhood. Officials have not provided details on regarding the development timeline.
On February 10, 2025, Maryland state officials, Anne Arundel County, and the City of Annapolis announced a combined investment of nearly $1.3 million in the Housing Authority of the City of Annapolis (HACA). This funding will stabilize HACA's operations, address a maintenance backlog, and enhance public housing properties.
The funding is broken down as follows:
* $300,000 from the Maryland Department of Housing and Community Development
* $475,000 from Anne Arundel County
* $500,000 from the City of Annapolis
Additionally, the City of Annapolis and the State of Maryland have each committed $1 million towards predevelopment costs for the Choice0 Neighborhood Initiative (CNI), a redevelopment plan for Eastport Terrace and Harbour House. The redevelopment plan outlines 722 new residential units, including 357 replacement public housing units and 365 workforce and market-rate units, to foster a diverse community. Plans also features 0an early learning center, retail spaces, a fitness center, tenant spaces for social services and healthcare providers, and various residential amenities.
