Review of Charging Documents Reveals Allegations in Connection with Recent Fatal Glen Burnie Shooting
Charging documents obtained by Report Annapolis News outline the allegations made by authorities in connection with a fatal shooting that occurred April 18 in Glen Burnie.
According to the allegations made in the statement of probable cause, officers with the Anne Arundel County Police Department were dispatched at approximately 9:15 p.m. to a business located on Baltimore Annapolis for a reported shooting. A 911 caller, identified as the business owner, Mr. Ioannis Georgios Giorgakis, told dispatchers that he had shot someone who was trying to fight him.
Upon arrival, officers encountered a group gathered outside the front of the business. When asked who had the firearm, one individual, later identified through Maryland Motor Vehicle Administration records as Mr. Giorgakis, stated, “I have it, it’s on me,” and placed his hands in the air. Officers then conducted a frisk and recovered a handgun from a holster concealed in the front waistband of his pants. Mr. Giorgakis was detained at that time.
Officers located an unconscious male suffering from multiple apparent gunshot wounds on the ground in the front lot of the business near Baltimore Annapolis Boulevard. The individual was later identified through Motor Vehicle Administration records as Michael Joseph Hayes. Mr. Hayes was transported by fire department personnel to an area hospital, where he was pronounced deceased by a doctor.
According to the documents, police had received two separate calls for service regarding Mr. Hayes allegedly causing a disturbance at the business earlier that same day. Both calls were reportedly made by Mr. Giorgakis.
Investigators recovered and reviewed external surveillance footage from the establishment. According to the allegations made in the statement of probable cause, the video shows Mr. Hayes exiting the front door of the business, followed by Mr. Giorgakis and another employee. Mr. Hayes appeared to be yelling or speaking with them before taking a fighting stance, described as having his shoulders squared, fists clenched, and arms raised near his head.
The footage then allegedly shows Mr. Giorgakis kicking Mr. Hayes in the hip area, causing him to move slightly backward. Mr. Hayes then advanced forward toward Mr. Giorgakis with his hands still near his face. As Mr. Hayes moved toward him, Giorgakis allegedly fired a handgun multiple times. Mr. Hayes then ran toward the roadway, where he was later located by responding officers.
The documents further allege that Mr. Giorgakis exited the camera’s view shortly after firing the shots. Surveillance footage indicates he was standing when the shots were fired. Investigators recovered three fired cartridge casings from the ground in the area where Mr. Giorgakis was positioned, the documents state.
Mr. Giorgakis, who remains innocent until proven guilty in a court of law, has been charged with first-degree murder, second-degree murder, and use of a firearm in the commission of a felony violent crime. During a bail review hearing, Mr. Giorgakis was ordered to be held without bond at the Jennifer Road Detention Center.
