Governor Moore Unveils Housing Growth and Affordability Agenda for 2026 Session
Governor Wes Moore has unveiled his comprehensive housing growth and affordability agenda for the 2026 legislative session, comprising three key bills designed to augment housing supply, reduce costs, and expedite development statewide. The announcement, made at Metro’s Capitol Heights station in Prince George’s County, underscored the administration’s emphasis on transit-oriented development.
Central to the proposal is the Maryland Transit & Housing Opportunity Act of 2026, which seeks to eliminate zoning and financing barriers to constructing housing near transit stations. This legislation abolishes certain parking requirements, promotes mixed-use development, expands financial incentives, and unlocks over 300 acres of state-owned land, potentially yielding more than 7,000 housing units and generating nearly $1.4 billion in tax revenue. Governor Moore also highlighted the Starter and Silver Homes Act of 2026, which would permit smaller, more affordable homes and townhouses in residential areas, thereby expanding options for first-time buyers and seniors.
Governor Moore has expressed support for the Housing Certainty Act of 2026, legislation aimed at reducing regulatory delays and cost increases by ensuring approved housing projects can proceed without rule changes. Collectively, these measures build upon the administration’s Housing Starts Here initiative to address Maryland’s housing shortage and affordability challenges.
