Mayor Littmann Nominates New Human Resources Director; Confirmation Consideration Expected During Tuesday Night Council Meeting
Mayor Jared Littmann has nominated Charles A. Hall, Jr. as the City of Annapolis’ next Human Resources Director, according to a press release issued this evening. The City Council is expected to consider the appointment during tonight’s meeting.
Hall brings more than 15 years of human resources leadership experience across government and educational institutions and is expected to be considered for confirmation during the council session.
Most recently, Hall served as Director of the Department of Human Resources for the District of Columbia government, where he oversaw a $21 million budget and led citywide initiatives to improve hiring efficiency and employee engagement. His work included implementing return-to-work strategies for approximately 38,000 employees and expanding community-based recruiting initiatives focused on equity.
“His expertise in workforce development and employee relations initially made his resume stand out,” Mayor Littmann said in the announcement. “But during the interview process, we truly discovered the depth of his knowledge and leadership. We are thrilled to welcome him to the City of Annapolis team.”
Before his D.C. role, Hall served as Assistant Vice President of Human Resources at Baltimore City Community College and worked with Baltimore City Public Schools and the Baltimore City Department of Public Works.
Hall is currently completing a master’s degree in Human Resource Management and holds a Bachelor of Science in History from St. Mary’s College.
If confirmed, Hall will oversee all human resources operations for the City of Annapolis, including recruitment, compensation, benefits administration, and labor relations. The position carries a salary of $197,500.
