Annapolis Police Department Recognizes Officers After Life-Saving Response

The Annapolis Police Department has recognized Officer L. Rivas and Officer S. Henson as its “TOP COPs” for April following a response officials say helped save the life of a young woman suffering from a critical injury.

According to the department, the incident occurred on April 23, 2026, when the officers responded to a call that initially appeared to involve a resident who was reportedly asleep. During the welfare check, Officer Rivas insisted on further assessing the situation and discovered a young woman with a life-threatening injury.

Police said Officer Rivas immediately began administering emergency aid by applying a tourniquet and creating a makeshift bandage in an effort to stop severe bleeding. At the same time, Officer Henson coordinated critical information and assisted with medical evaluations as emergency care continued.

The department stated that an attending physician later advised that the victim was believed to be within approximately 10 minutes of losing her life before the officers intervened.
In announcing the recognition, the Annapolis Police Department praised the officers’ persistence, teamwork, and quick response under pressure.

“Because of their persistence, quick thinking, and life-saving actions, we are proud to name them our TOP COPs for April,” the department stated.
The recognition highlights the role officers often play in providing emergency medical assistance during critical incidents while awaiting advanced medical care.
