March 2026 Community Leader of the Quarter: Mikel Hicks
Report Annapolis News is delighted to recognize Ms. Mikel Hicks as the March 2026 Community Leader of the Quarter.
Mikel Hicks, a Glen Burnie resident and lifelong Marylander, has over 13 years of state government experience. She is a Glen Burnie High School graduate with a bachelor’s in Human Resource Management and certifications as an EEO Investigator, Mediator, and a Human Rights Consultant.
Ms. Hicks made history at the Maryland Department of Veterans Affairs as the first African American female Employee Relations Manager and Director of Fair Practices.
Appointed under the Governor Moore Administration, she designed and launched the agency’s first formal EEO Program, creating sustainable systems to promote inclusion and ensure compliance with civil rights laws. In her current role as EEO Program Manager at the Maryland Department of Transportation Headquarters, Ms. Hicks oversees the development of EEO programs across all modes.
In 2024, Mikel served in the Anne Arundel County Executive’s Office as a Civil Rights Investigator handling Fair Housing and Employment Discrimination cases. Beyond her professional roles, she founded Mindset Vision Power (MVP) Consulting LLC, providing community-based career and mediation services, and previously facilitated anger management programs for the Anne Arundel County Department of Detention Facilities’ Reentry Program.
Ms. Hicks has consistently supported youth development. Mikel served as Team Mom for the Naptown Panthers Youth Sports Organization and as a #BePresent Mentor with the Anne Arundel County Public School System, partnering with the AVID program to provide bullying prevention training to students.
Ms. Hicks’ leadership has been recognized with the 2024 Anne Arundel County Executive Office Michelle Obama Award, the Radio One Baltimore Inspire Her Award, and the Leadership Anne Arundel New Leader Award. A graduate of the Leadership Anne Arundel Neighborhood Leadership Academy and a member of Sigma Gamma Rho Sorority, Incorporated, Mikel exemplifies collaborative service and community impact.
As a candidate for District 32’s Democratic Central Committee, Mikel has plans to extend her commitment to equity and community leadership through civic service.
