Suspects Accused in Recent Annapolis Alleged Carjacking Attempt Held Without Bond


According to court records, at least two individuals facing attempted carjacking charges in Annapolis have been ordered to be held without bond.

In a press release, police department officials said the incident occurred on Tuesday, August 12, 2025, at approximately 12:30 a.m. Annapolis Police Department officers responded to the intersection of Americana Drive and Norman Drive following reports of shots fired. Upon canvassing the area, officers located a single victim in the 1000 block of Bay Ridge Avenue.

The victim reported that he and a second, initially unaccounted-for victim were approached by a group of three individuals who brandished loaded firearms. Both victims were then assaulted and forced into a black sedan. One victim managed to escape the vehicle and alert the police.

Utilizing information provided by the victim, officers were able to quickly locate the vehicle and the second victim just blocks away. Three suspects were immediately apprehended, and several weapons were recovered from the vehicle. Both victims, a 16 year old male and an 18 year old male, were unharmed and did not require medical attention. 

The second victim was recovered safely, and all involved suspects were arrested and charged accordingly.

Two of the confirmed suspects are Heriberto Flores-Romero, a 19-year-old male from Annapolis, and Manuel Abrego-Fernandez, a 19-year-old resident of Baltimore. Authorities have not yet confirmed the identity of the third suspect.

During a bail review hearing held this morning in the Annapolis District Court, both Abrego-Fernandez and Flores-Romero were ordered to be held without bond at the Jennifer Road Detention Center.
