Maryland's First Minority Business Enterprise Program Ombudsman Expands Access and Opportunity for Diverse Businesses

Maryland is strengthening its commitment to equitable economic opportunity through the work of its first appointed Minority Business Enterprise (MBE) Ombudsman, Nichelle Johnson, within the Maryland Department of Social and Economic Mobility.

Ms. Johnson brings more than two decades of experience supporting entrepreneurs, strengthening small business ecosystems, and advancing opportunities for disadvantaged, minority-owned, women-owned, and veteran-owned businesses.

Before becoming Maryland's first Minority Business Enterprise Program Ombudsman, Ms. Johnson served as the state's MBE Compliance Manager, working alongside internal teams across more than 70 state contracting entities to help ensure meaningful participation by diverse businesses in Maryland's procurement process. Her background in technical support and information technology services also provides a practical perspective that continues to shape her approach to advocacy and problem-solving.

As Ombudsman, Ms. Johnson leads a team focused on helping vendors navigate challenges, providing technical assistance, and developing policies that support agencies in effectively implementing Maryland's Minority Business Enterprise Program. Her work is centered on expanding equity, improving access, and promoting transparency throughout the state's procurement process.

Ms. Johnson is also engaging with organizations, state partners, and community stakeholders to expand training opportunities, strengthen advocacy efforts, and connect Maryland's small, minority-, women-, and veteran-owned businesses with the resources they need to compete, grow, and thrive.
